That is an ancient motherboard. And, while you might be able to run Win 7 32-bit, on it (doubtful actually for a number of reasons), its performance would be terrible.
Any motherboard CPU combination with that socket would barely meet the on paper minimum requirements for windows 7, not to mention it being an old architecture with pitifully slow bus speeds and inability to use modern components, I wouldn't try it unless your just curious to see what woud happen. I don't think the results would be good.
