Motherboard Turns On Then Off

My motherboard turns on then off repeatedly. I tested my PSU and it's not the problem.

I also do not have a CPU as it doesn't arrive for another week or so. I am trying to test my motherboard and am not sure if this is normal. I have tried it on another PSU and it does the same. I have used multiple sticks of RAM as well, so I've narrowed it down to the motherboard itself.

I am using a Gigabyte Z170X-Gaming 5.

you cannot test a motherboard without a cpu. a motherboard wont cannot do much without the cpu as without the cpu its just a bunch of wires.
