Question Motherboard won't get power

I have a z390 aorus Xtreme motherboard. Whenever I plug my known good psu into it, the onboard power button, along with the rear IO LEDs will flash for a split second, then shut off, and repeat. I cannot post, or turn it on at all, and tried removing the battery already. From what I gather, I suspect it's got something to do with the power delivery to the motherboard, but I don't know how to fix it. I do not have warranty information, and would appreciate any and all help. Thank you.
 
What you are describing sounds like the power supply is shutting down immediately so it will not fry your motherboard. A good PSU has over-voltage protection and short circuit protection built in.

So any idea why this particular motherboard is having this issue? It doesn't happen with any other motherboard I have. I can guarantee it isn't a power supply issue since it works with other motherboards. I also used another psu, having the same results.

is the mother board shorting out have you tried using the jumper method to see if that effects anything?

If I'm not mistaken, the jumper method is for clearing cmos. I have tried that, as well as taking out the cmos battery, and even replacing it with another one like it.

As for the shorting out, it would appear like it is, but I don't know why.

You need to remove the motherboard from it's case and try booting outside the PC case to make sure it is not shorting on anything.
 
Could you identify everything you have connected to the motherboard?
Do you still have the retail box the motherboard came in?
I do not have the retail box. I actually have the box for the one that comes with the waterblock.

I connected: EVGA 1000gq psu
Aorus rgb memory
I7-8700
Gigabyte GTX 1080ti
500gb HDD
All these parts work on my other motherboard in the exact same configuration.

Try booting again with no drives connected, no graphics card (using the onboard graphics instead) and only 1 stick of RAM in slot DIMM_A2.

Tried it. Tried nothing on it, everything on it. And every configuration in between. Different ram stick, different psu, different HDD, and so on. I can't get the onboard power button to stay lit as it should, and can't power it on with the front panel pins.
