Motherboard won't post Q code 95

So I have scoured the internet looking for a solution to this problem but nobody seems to have an answer. This problem has been plaguing me for several days and the internet has no answers so I figured I would ask here before I go out and waste money only to find that that part is not the problem.

My motherboard will not post no matter what I do. My PC worked before but now won't. It all started a few days ago when I bought more RAM. I put it in and booted into the BIOS. I set everything to default and hit save. The computer would normally reboot but instead it froze. I tried to boot up but it would hang with Q code B2 after post beep and would not let me enter bios. According to the TUF detective app the description was load VGA bios but the Q code manual online says Legacy ROM initialization. I stripped the system down to graphics card, memory CPU and, power supply and attempted to determine what the problem was. I tried 2 different graphics cards, 2 different power supplies and only used one stick of RAM. The problem persisted so I put in a different stick of the same type of RAM. I tried 6 sticks of the same type of ram one of the time. I did this a few times the problem persisted. At this point I thought the motherboard was screwed so I went out and bought an x99 Deluxe but the problem did not go away. I tried everything and then I realized the entire problem with B2 was I forgot to flash the BIOS. At this point I'm excited I thought that all my troubles were over and it just me being stupid all along. So I flash the BIOS on both motherboards and I attempt to boot up. Now I can't even get a post beep. Both motherboards hang with Q code 95. After several attempts to boot I got the 99 Deluxe to enter Bios somehow. I didn't do anything other than turn it off and back on several times. Rebooting it though I just got Q code 95 again. I was not able to get it to post again. I was able to get the x99 Sabertooth to get past post beep several times in a row and the BIOS was updating so it shut off several times. The fourth time it gave me 95 Q code again. According to the online manual 95 is PCI bus request resources but the TUF detective app shows test nvram. I'm not sure what else to try I've been trying to get this PC to work for several days. With all the testing I've done I'm led to believe that it's either the memory or the CPU that is the problem but I need another opinion before I go out and waste money on parts I don't need again. Thanks in advance for anyone willing to help.

I tried booting with only one stick of RAM the CPU and the power supply again. According to the TUF detective app it still locks up with Q code 95 and the description saying test nvram. Nothing I do seems to fix this any help would be appreciated.
