Motherboard won't turn off

Hi guys, after trying install Virtu MVP (8.1 compactible) in Win 10, when I restarted, a DOS-like program saying something like "loading assets" showed up and freezed my PC. After restarting a few times, I switched the CLR_CMOS jumper and did all the the process, BUT I FORGOT TO SWITCH IT BACK AND RESTARTED. After that, Black screen (monitor won't even turn on), no POST, no bips, nothing. When I force the PC to power off, CPU often speeds up, often speeds down, but it don't turn off. Tried AGP (nForce 405), 9800 GT, switching jumpers, CPUs, PSUs, Memories, everything.

Power off the PC, unplug the wall plug, switch the jumper to clear CMOS, set it back correctly, consult the manual. Power on again.
Check atx12v connector if it is completely plugged in.

Already did it, but still nothing happens. I was going to check for open circuit in the 12V, but my multimeter is broken.

Can You enter the bios?
Does the PC beep?

Take some pictures of the hardware, upload them to an image hoster and post the link

Check the sata data connectors
