need help GA-G41MT-S2P

my question 1. does peripherals (PS\2 ports keyboard & mouse) get power without turning on computer (without shorting the two power pins on mb)??? because my both devices are on
not sure what happened everything is fine but next day computer froze won't boot, turns itself on and off, bios boots sometimes but mostly freezes itself and can't use keyboard cause it freezes too
this happened after installing drivers from drp pack on an existing hdd with old pc config drivers (dg31pr motherboard) & some error "Bad_System_Config" came and from then it's as i stated above can't understand the problem
(ram tested and working 2x4GB, tried 1 at a time but both at once won't work and i get continous beeps rapidly)
tried with empty drive (it don't even read the drive or bootable usb)
ram and psu ok (no output via onboard vga so used a gpu instead)
all parts tested on other computer and works except i can't figure what's wrong with motherboard
did i mess up the mb's bios or anything?
i can still enter bios if try too fast but freezes everything
