Motherboards and RAID

This may be a newb question, but please bear with me...

A client of mine purchased an I/O Flex Ultra ATA/133 PCI RAID controller (model: IOFLEX-PIR133). He's running an Intel D850MV/D850EMV2 motherboard with a P4 2.4GHz processor.

I am having trouble getting his machine to boot with the RAID controller card installed. It boots to the P4 splash screen and refuses to go any farther. It won't even let me enter the BIOS when the card is installed. I looked at KouTech's website (the makers of the RAID controller) and they mentioned something about enabling RAID in the BIOS. I have scoured the BIOS and cannot find anything on enabling RAID. The BIOS version is MV85010A.86A.0025.P10. I checked Intel's site and couldn't find anything mentioning enabling RAID on the motherboard either. Though, there is a newer BIOS available. However, after looking through the BIOS update change log, I couldn't find anything refering to enabling RAID.

So, I have two questions:
1) Do all motherboards support PCI RAID controllers like the PIR133?
2) How do you enable RAID, if this motherboard supports it.

In the bios, look for SCSI or something else as fist boot up device...

When I go to Boot > Boot Device Priority > 1st Boot Device, I only have the choices of Hard Drive, Removable Dev, ATAPI CD-ROM, and Disabled. I can't find anything about SCSI in the BIOS either. Am I in the right place?
 
I thimk the option is right uinder the boot menu
and choose it there
