Motherboards and Standoffs. 2 Raised Ones?

Hi all! I am going to start building my PC tomorrow and was examining the case. I noticed that I have what looks likr two raised standoffs. There is the one in the middle that I expected but there seems to be another raised standoff above it. They are in the ATX config.

My question is, is this alright and do I have to put screws in the raised ones. (The ones that have a little tit)

If there's no place to screw into, obviously you don't try to put a screw into it. The positions you describe put them in the mITX config. The standoff positions all boards will use no matter their size.
It might help to state the case you are using.

You put stand-offs only, where there are corresponding screw holes in the motherboard.
If you leave any extra stand-offs, that will cause short.

Your motherboard requires 6 stand-offs. No more, no less.

How do I remove the stand offs. They are pre-installed.

Clutch, I am using the Phanteks P400 TG case with an Asus Prime B350-Plus motherboard.

I just checked out the interior of the Phanteks P400 on Newegg's site and didn't see any pre-installed standoffs. Was this a used case?
Anyway, your board will only use the first 2 standoffs counting from the left (back of the case): top row - middle row - and bottom row. Btw, some case's parts bags contain a socket that fits over the standoff that allows you to use a screwdriver to remove or install the standoff.
