Gigabyte B450 AORUS M w/ DDR4-2933, 7.1 Audio, M.2, Gigabit LAN, CrossFire / SLI

Does it just mean it supports up to that or it comes with?

Supports up to memory of that speed. No memory is typically shipped with a motherboard unless you order that as well (separate item).
