Mouse and Keyboard Flashing on and off and not working!!!

After my computer runs for a while it will continue to run but the mouse and keyboard will stop responding and their lights will flash on and off. What is causing this and how can I fix it?

I had this problem with ctrl keys flashing ON! This could be seen with the On-screen keyboard loaded.
I resolved this in windows 7 by selecting 'Control Pane', 'Clock Region and Languages', 'Change Keyboard or Other Input Methods', 'Change Keyboard'.
I had two keyboards showing 1 US Service and 1 UK Service. I removed the US Service and it cured it.
Hope this works for others with this problem.

Help, I'm a 13 year old encountering the same problem. Out of nowhere, my keyboard and mouse will stop functioning and the LEDs will flicker on and off. Obviously, being a stupid 13 year old who spends their time on video games, I would be left completely clueless during the times where this error would occur. Point of this is, I don't exactly understand your response to Patrick over here. Do you think you could go through this again, but slightly more in detail? Like, show me the different steps to resolving this problem? Sorry, I'm a slow kid.
