Question Mouse and keyboard freeze for long time.

Current_Status:
When I start my PC it loads into desktop then PC freezes for a long time. After some time it comes to normal but freeze happen frequently. No Mouse/keyB can use while this freeze(keyboard lights also not controlable) ,
This only happen when I connect my GPU RX460 AMD. system works fine with intel graphics.
Everytime this happen my device manager refreshes.
few hours before i write this there was pnp generic monitor item in Dev.manager and as by a tutorial i tried to update it's driver but failed, then i uninstall it but no solution. Now it's gone problem still exist.

Have tried- windows update), Amd driver update, intel assistance driver update,monitor driver update,Asus driver update
Rarely this issue get fixed and i have play some games for few hours with high graphics with no issues. But eventually it come again.

HISTORY:
this problem started 2019 november, few days after a windows update. I also updated my bios too few days ago the win update. Issue back then was screen goblack and comming back saying "display driver failed or something". in those day device manager showed problem icons in pci memory controller and SM bus controller. (as i remember). i tried updating gpu driver but no success. i even reinstalled win 10 and all drivers from CD of the box. bios roll back by shorting pins on MB(i'm not sure this was success due to few isssues) no success. after months i use intel auto driver detecting tool and it was able to remove those caution marks in device manager. but problem still exist, now screen dont go dark, it freezes but no msg or any notification after failure.

I have tested mouse,key board,monitor+cable with my laptop and they seems to work fine.
