Mouse and keyboard not working after a windows 10 update

After my windows 10 updated it takes me to the login screen but my mouse and keyboard dont work. I tried to plug into different usb ports, tried to use different mouse, restarted many times and nothing works. For some reason my wacom tablet seems to get a response though, but i cant type anything into the pasword box with it. I have some old envy 23 touchscreen (it doesnt work either) all in one pc that has been falling apart for a while. Wondering if its done.

It says to hold shift+power button, but my keyboard doesnt work at all so I cant hold shift
