Question mouse and keyboard stop working when loading any game on steam platform.

my friend is having a bizare issue where any game he tries to play via steam makes his keyboard and mouse stop working. creating a complete lock up on his system. I have no idea why. dose anyone have any suggestions? I dont have his full spec only some info. i should also note that steam is installed in the deafult directory on his windows drive.

CPU: i7-4770k
GPU: R9290X
RAM: 16 gigs DDR3
SSD
windows 7

I can't say for sure. But has he gone into Big picture mode/settings/keyboard and dug around? Also, if he doesn't use a controller he could look in Big picture mode/settings/controller and make sure Steam isn't switching over to controller mode.

Sorry I can't help more, but the solution has to be in Steam settings.
