Hello everyone again, I recently bought a new video card and had to uninstall the old graphic card's drivers so I could use the new one. When I restarted my computer, my keyboard and mouse WILL NOT WORK. I should also mention that I am stuck at the log-in screen so I cannot enter into the desktop. I went ahead and installed the new card and turned on my PC and still no luck. I couldn't install any new drivers or anything. I didn't bother to go into the BIOS since I figured it's no use. I also tried plugging the keyboard/mouse into every USB slot and no luck there too... 🙁 Any feedback is appreciated.

Solution
IT'S FIXED!! What the problem was is that the AMD Install Catalyst Manager is part of the chipset on my motherboard (which is compatible with more AMD than NVIDIA). And when I got rid of it, it removed the drivers capable of recognizing the USB ports. How I fixed it was, I sent it in to my local college and they fixed it for me by setting a system restore and then downloading the proper drivers. Booted it back up, and everything is fine! Word of advice, DO NOT UNINSTALL THE AMD Install Catalyst Manager! Find another way to get rid of (AND ONLY) the graphics drivers if you are getting a new card!
Thank you everyone who helped! I appreciate it! And if anybody needs help from me, just PM me! :)

I tried to plug them into every available slot on my pc, even the ones in the front panel. I also tried installing the software from the manufacturer that was on the disks, rebooted the pc and still no luck. I don't even know if the software got installed. I tried using another keyboard and that worked which is how I got into my desktop, but no other mouse worked so it's something on the pc that's inhibiting the keyboard/mouse to pc from communicating or something like that.
Everything was fine until I uninstalled the AMD ATI graphics drivers, I rebooted the computer and this all started to unfold...
Thanks for the quick reply! :)

The uninstall may have removed your USB drivers for some reason. But I believe Windows has drivers "built in" for the PS/2 connectors on the back on the computer. Those are the round 5-pin holes, often marked with symbols for a keyboard and mouse. Now, you have USB connectors on your units. But electrically, the signals are the same. So you need one or two small adapters that allow you to plug a USB connector from your keyboard into the round PS/2 connector on the back. You should be able to get that from any computer parts shop. Alternatively, try buying a cheap used PS/2 keyboard and plug that in. See if that gets you ability to work with keyboard (and mouse?). If it does, you can then re-install the USB device drivers in Windows so your stuff can work like before.

Yea we have an older mouse and keyboard that has the PS/2 connecters and that's what I used. The keyboard worked but the mouse didn't. So I don't think there's a need to buy those parts since I have spares :)

OK, so you have an extra keyboard that works. So try this sequence. Use only the PS/2 keyboard to boot into Windows and delete both the the USB keyboard and USB mouse, IF they are in Device Manager. This will remove their drivers. Exit from there. Reboot and ensire the system is working with that one old keyboard attached. Now shut down, plug your USB keyboard and mouse into sockets and reboot. Windows should detect the presence of these two "new" devices and install the drivers for them. Then they should work. If they do, you can go into Device Manager, delete the PS/2 keyboard so its driver is removed, shut down and disconnect that old keyboard, then reboot to use everything normally again.
