Question Mouse delay (Random Sensitivity changes)

Hello everyone! I have a big problem since im a pretty big gamer. I have had an issue for around 2 years straight now which is really unsatisfying i have a problem where my mouse in game feels really delayed and not snappy atall. It feels like the game itself is smooth but at the same time the movement doesnt feel smooth atall. When im dragging my mouse around it feels like the mouse is going a bit to far, from where i want my cursor to go.

Specs:
Changed from gtx 1050 to 1650super, still no luck.
cpu: i3 9100f
Motherboard: h310-c

Gpu: Gtx 1650 super, recently changed from gtx 1050ti still no luck with the delay.
Cpu: i3 9100f.
Motherboard: h310-c.
ram: 8gb.
