Mouse freezing during gaming?

As the title states, my mouse has been playing up recently.

Why I made this thread?
Lately I have been getting more and more back into Team Fortress 2 (TF2) and I have decided I would like to take this competitively seeing that the Pyro Update will apparently hold performance updates as well as buffs and nerfs. Yes, I will be getting a new Laptop, with an i3 7100u and 4GB Ram which is the sweet spot for the game, later building my own Gaming PC for Triple A games.
I am getting better internet and a laptop so all I need to know is for now, would this PC problem be solvable or is it better to just wait?

So let's get into detail!
Basically a few months back (probably 2-3, maybe 4) I have had a problem where my mouse has started to freeze during games and sometimes did happen during work. This continued to the point where it started to affect my gaming so I decided to wipe my whole computer thinking it would solve some FPS problems and my "mouse lag" so I could finally play like normal. But no! Instead it got worse. After the reset, I had installed my games, Sony Vegas, Premiere and some recording software (Bandicam for example) and a few other things like Photoshop, which I understand are all very difficult tasks to handle for such an old PC like mine. I installed Minecraft: Windows 10 Edition and Team Fortress 2 (the only 2 games I have installed) and in the first few minutes I had nearly 10 or even 13 cases of this. This eventually has gotten worse and I NEED a fix for this other whys I will go nuts!

What I mean by "Mouse Lag"
What I mean by mouse lag is if I go to move my mouse, it will sometimes (60% of the time) freeze for a couple of seconds and than go back to normal (sometimes during the freeze time, the end of it to be specific, it will double click for me). If any examples are needed, I will try and record it during game play using my recorder or phone.

Note: My computer isn't the best and I have not got the best mouse (It's an old dell mouse I got from my friend but had been working perfectly for the past year on the exact same PC).
 


Sorry, I meant no. I thought you meant into the laptop itself. but no I don't have it connected to a hub.
