Mouse gets slow after gaming a short while and moving mouse back and forth would create ghost cursors

Hi! Im having a huge problem with my pc im gonna make myself short to not confuse everyone, so here it is.
Problem: Mouse getting input lag/ slower after playing games like csgo for 15min+ (gets fast again if i dont do anything and just leave the computer for a while or reboot but the problem quickly comes back after a few minutes)

Symptoms
Moving mouse back and forth would created "ghost trails" (i can see alot of mosue cursors) it's the same if i do it in a game like csgo, if there is 1 enemy infront of me i and i wiggle mouse back and forth fast i would see more than 1 enemy or if i do it with a icon on deskptop i would see more than 1, depending on how far i drag it and how fast)
Mouse cursor also blurries out when wiggling back and forth fast (about once per 3-5 seconds between)

Here is alot of the fixes I can remember doing the result of it if it was anything special.

Clean installs from usb and restore points etc (Did not fix at any time)
Switched out my gtx 770 for a 980 Ti


Several new mices, mousepads, keyboards and 3 different monitors and dvi/dp/hdmi cables

Tried using norton, f secure, karspersky, malwarebytes, mcafee for malware and such

Uninstalled drivers and installed new ones after fresh install by using driver easy and snappy driver and device manager

Tried WHQL verified driver for gpu and also some special driver that nviidia support told me to download (cant remember what it was) didnt help tho

Updated bios and tried tweaking computer for maxed performance

Turned system responsivness in registry to 0

Tried alot of troubleshooting programs from different pc forums and alot of more things.

Now what i remember seemed to help but only for a matter of seconds, maybe minutes and 1h at the top was rebooting or just not using computer for a while made the mouse fast and responsive, but the weird graphics trails where still there wich i think is causing the mouse to get slower, feels like pc the cant handle moving graphics. 2nd thing that helped was going into device manager to my nvidia 980 ti and select "go back to last drivers" this worked for only a minute or two but god it felt so good. Help would be very very much appreciated!

I installed the drivers and rebooted my pc, but in device manager it still says Intel(R) z87 LPC Controllers - 8C44
Date 2017-11-11
Version 10.1.1.44 (shouldnt it be saying 10.1.1.8 instead?)
It says this in the event log: 2018-04-25 (when i installed the chipset driver)
