Mouse problems on Windows and games

Hi guys,i am having a big issue with my pc,recently i noticed that my mouse (Zowie ec2-a) is a little bit choppy,slow and not responding properly,i don't really know how to explain but i have that sensation that there is a problem,i tried everything that i could,reinstalling windows,trying different usb ports,different games etc etc,but i didnt fix it,so i was wondering if the problem could be the mouse wich i have since early 2017,or the motherboard ?
I am really confused because i dont really know how to fix this problem,i tried another mouse and i can't really tell if it was smooth or not,because that mouse wasn't really good for testing.

Gtx 1060 6gb MSI
16gb ram ddr4 2133
Hdd 1tb WD
SSD 128 GB A-DATA
ASUS H270 PRIME .

You're not alone, I'm experiencing the same issue, and as I saw on google, we are hundreds.

Before you think about buying a new PC, don't do it. I made this mistake and even with a new PC I have the delay. So I can now ensure that it's windows 10 version 1803 related. Hope this get fix at october update.
