Mouse stops working

In the last couple of days my mouse has stopped working when I pull up an internet site. Colored (rainbow) lines run down my screen like crazy and the red light on the mouse goes out.

I have Windows XP Pro and a Dell mouse.

Is it a virus? And how do I fix it?

I researched several answers and found that a new program had installed itself that was interferring. I deleted that program (I forget what it was now, but it had installed intself and was visible among my new programs added). It was like a virus, but offered funny videos as the screen saver, so I was tempted to save it. Once I deleted it, my mouse has not had any more problems.
