Question moving elements becoming grainy

Hi I only got a pc earlier this year and I am having display issues. Whenever something moves that object becomes kinda grainy and the colors get a little weird. It's most noticeable when playing the popular block game(the name is censored bc of spam) but this happens everywhere except if I'm watching a stream or a video just the section playing the video or stream stays the same. I only noticed this a few months ago and have not been able to figure out what is wrong. I have a 1050ti, an AMDFX 8350, 14GB of DDR3, and my os is windows 10. Please if anyone has a suggestion to fix this that would be great.
