Moving horizontal lines on screen

Hello, I would like to ask if what might be the cause of this.
My monitor shows horizontal lines moving, but it's only visible on my PC, when I tried using my monitor on my friend's desktop, it didn't show these lines, then I thought it was my GPU, so tried my GPU on my friend's desktop and it worked fine. I tried using my monitor on my PC using VGA and still the horizontal lines appear. (Sorry for my english)

I don't know the cause or fix for this. Please help.

when did this start? did you use your cables or friend's? is your monitor or videocard that is causing this problem but electrical interference possibly from your psu.

actually yes i tried other cables already and still the lines shows, I purchased a new PSU already and does the same, does my motherboard causes this? coz I tried changing every piece except for the board

As soon as I got my monitor, coz I thought my old monitor was defective

was your old monitor doing the same? have you tried your system in another room to see if still has that issue?
