Question Moving OneDrive files error

I reinstalled Windows 11 last night (fresh install, wipe apps, keep files). I had previously set up with a Microsoft account, and so all my files are/were sync'd to OneDrive. I did set things to "keep everything locally", so all my files exist on the drive.

However, this time around I decided that I did not want to use a Microsoft account, and instead just use a local account (as I'm backing up all my files using different methods). I reinstalled Windows, created a local account, and tried to move the files from the old OneDrive folder to my local documents/pictures/etc folders. However, Windows won't $@%* let me do that - I get an error "The Cloud File provider is not running". What is the point of keeping all files local if I can't access them? Is there anything I can do to move these files out without logging into my Microsoft account, logging into OneDrive and downloading them manually, or restoring from a backup?
