Moving programs to another HDD

Well, hi guys. I've been following this forum for a while, but since I couldn't find this topic, here I am...

So, my main HDD is dying (lost of Reallocated Sectors and Pending Sectors) and it's at a point where huge (well, 10gb+ so far) downloads always fails. The problem is that I only have this HDD, so everything is there and it hurts to backup using a USB external hd and a failing drive...

Is there any program that can move programs from one HDD to another, and by "programs" i mean games or reg required programs? Maybe I won't be able to save everything, but it's a start. (Low speed internet is horrible)

I understand that you don't want to have to download everything again, but with games and programs, the better option would be to install them from scratch. For most programs this would be necessary in order for them to work properly. As for the games - if you're talking about steam games, you can move the steam installation along with the games by following this tutorial: https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129. Otherwise, I'd suggest that you copy the SAVE game folders and reinstall the games as well if they don't run properly after you've copy-pasted the game folder to another drive.
Note that, you should backup your personal files first (photos, videos, documents, etc.), basically all...
