Question MP4 stuttering

I have a problem playing MP4 files smoothly; they tend to stutter intermittently. If I pause play for a few secs and then play again then its smooth for a minute or two and then starts stuttering again for a few mins and then goes smooth and so on.
I am thinking this a buffering issue.

Key point that is critical with your issue and you haven't said it:

• Are the *.MP4 files local (e.g on your disk)?
• Or are you streaming video directly from the net?

On 1st instance, there is 0 buffering needed. Entire video is loaded into RAM and taken from there.
On 2nd instance, issues can be endless. Most likely high traffic on streaming site.

The file is stored on a local M2 drive (no HDD involved) so there shouldnt be any read delays. To prove the point I have copied the MP4 file to a USB stick and then played the video with similar results. Plugged the USB into a flat screen TV and it plays brilliantly and silky smooth with no stuttering.
If a TV can play this video seamlessly off a USB stick but the pc cant then there is something seriously wrong. A pc with i9 CPU, 64Gb ram, 12Gb GPU should blow MP4s out of the water, theoretically.

What program do you use to play the video files? Have you tried something different (i.e. VLC) ?

Are there some background process that is causing high CPU load ?

I too suggest switching the playback software, since this would be most obvious reason what could be wrong.
