Mscorsvw.exe has stopped working - HELP

After looking through almost all of the forums regarding this "mscorsvw.exe has stopped working" error, I now require the help of Tom's geniusses. My PC was on yesterday not in use and I was busy working on a friend's computer. I needed a mouse so I just unplugged mine. A while later I plugged mine back in, and it wasn't long before I started getting this error. Also, together with this error, the windows cpu performance gadget also disappeared.

Now I have read that mscorsvw.exe is part of the .NET framework and that many people complained about it using cpu and memory resources. This is not the case with me. mscorsvw.exe isn't in my task manager at all. (Quite obvious seeing as it has stopped working) My problem is that this error pop's up non-stop. Even if I just minimize the message, a new one will come up. Annoying as hell.

I have done a system restore to before yesterday and I have run some app from a microsoft forum which told me nothing is wrong. :cry:

mscorsw.exe is the configuration runtime file for the .NET framework, it's not supposed to run all the time. With updates to .NET it runs once then stops. You can download standalone .net framework 4.0 setup from Microsoft and run that.
Ultimately, go to Run "services.msc" put the .net framework properties on Manual and stop the service.

I did download standalone .net framework, installed it, and it had no effect. The problem isn't that I wanted it to stop running. The problem was that when it wanted to run, it couldn't because the .exe was faulty or just didn't work. I couldn't find any solution so I had to do a fresh installation of windows and the problem was fixed.
