MSI 7950 Fan not working

I recently have realized that one of the two fans of my MSI TwinFrozr III Radeon 7950 Boost Edition graphics card is not spinning. This is the fan closest to the hard drive bays, the rear fan is fine. Temps are pretty ok, running at a max of 75 degrees(c) underload on the gpu core, while running on about 70 degrees(c) on both VRMs.

I am using the AMD Catalyst Beta driver 14.4 (updated not too long ago)
What should I do? Re-install the driver or downgrade to 13.12? Or remove the graphics card and clean it then put it back in?

My system specs:
Motherboard - ASRock 970 Pro3 R2,0 AM3+
CPU - FX-8320 @ 3.7Ghz
OS - Windows 8.1 Pro 64-bit
RAM - 8GB (4GBx2) 1600Mhz
PSU - Corsair CX600 v2 (80+ Bronze)
 
Solution
fan is not broken (it does work for a bit), card must be faulty.

In MSI afterburner, try changing fan speeds, which you may have already done, if no option for advanced fan settings, then there is nothing you can do, besides return it.


Or would it also help taking out the graphics card, cleaning it well and putting it back in?
 


I don't know about the store I bought my components from but they were charged a tone of money a few years ago for "False Warranty Representations". Hope they don't have any problems like that now
 
+1 on the warranty option, it's there, you've paid for it, you might as well use it.
If that option fails you might be able to find a replacement fan on E-bay or Craiglist.
The other option would be to replace the entire cooler assembly. Cheap as it is the AMD version of the Gelid Icy Vision is a super little cooler, don't worry about the fans being 'non adjustable' either plug them into a spare motherboard header and control the speed through BIOS or grab a fan speed controller (I'm using a Zalman Fan Mate) and do it that way.
 
Well here is the thing I forgot to mention; when I boot up my PC, both fans spin, but after 1-2 seconds the front fan (near HDD bays) completely stop. I doubt it's the fan having a hard time trying to spin because it may be seized up. I also have tried uninstalling the drivers and that didn't help either.
I am returning the card sometime soon hopefully and getting it replaced with a Sapphire or Asus version. But what if they don't have another 7950? because they don't seem to sell those anymore, I guess I would be able to pick up something like a R9 280 ?

I got my MSI 7950 last year in July for about $319 AUD
 
After the problem I had where my HDD was locked and could not enter windows was fixed, now I am here still with the same problem where the same fan doesn't work. Before I 'try' to return my card to the store, I would like to know what the real problem is and if they will reject the warranty or not.

So please tell me if the fan is broken or not. It seems to turn on for 1-2 seconds when I boot up my PC, but then it stops. Is there a program that controls individual GPU fans so maybe I should see if that's the problem (Fan 2 maybe is at 0% speed)
 


I have have tried everything to fix it, so now I will find the receipt (if I can) and return the card and see what they say or what they can do. Thank for very much for the help
