MSI 970 Gaming motherboard grease/oil under vrm w/ pictures

So I've just started having an issue with my pc randomly black screening and gpu fan increasing to 100. I believe this to be the psu which i just replaced today(about 4 weeks ago I replaced my 750 ti with a 1060 and the psu I had in it was a generic psu I know this is bad). Then I saw this grease/oil substance under my vrm. This wasn't there when I replaced my gpu 4 weeks ago. And I was hoping if from these pics if anyone can tell me if this harmless suspension fluid or something from the heat sink or from a leaking capacitor.

my knee jerk reaction would be to ask , what is your overclocking at ?

A lot of the 970 chipsets have heat issues and when using a 125 watt processor needs extra air blowing on the chipset. Most of them say to use a down blowing CPU cooler with a 125 watt processor.

I'm currently running my 8350 at stock with a 212 evo as heatsink
