I have a MSI GTX 760 Twin Frozr O/C edition, and MSI Afterburner. While I am able to change Power Limit, Core Clock, Memory Clock and Fan Speed, the Core Voltage adjustment slider is disabled. My system is freshly installed.

I'm on the latest NVIDIA drivers and running the latest version of Afterburner (non-beta).

have you checked the options and un-lock the voltage? if so, and still not allowed to change the voltage, congratz your gpu is voltage locked! :)
without some tricks and bios flashing you wont be able to change voltage, if it is voltage locked.

I've went to the advanced settings and checked the "unlock voltage" option. But I'm pretty sure my GPU isn't voltage locked, because others have successfully tweaked the voltage (http://www.bit-tech.net/hardware/2013/07/04/msi-geforce-gtx-760-twin-frozr-oc-2gb-revie/9).
