Question MSI B350 Mortar Artic Blinking

Hello, there.

I have an issue with my motherboard, here is a video of it and what it does:

Sometimes after resetting the BIOS it might show the BIOS or POST Screen for at least 6 seconds (It's pretty much random), I have tested with two different PSU. Problem doesn't seem to be CPU or RAM.

However, I want to make sure it's the MOBO before buying anything that cannot be returned, plus I have shortage of money after some things that happened but I have to continue a project without further delay, so I must have a very specific diagnostic with your help.

RAM: 16GB DDR4 Corsair Vengance LPX
VIDEO: EVGA 1080 SC
M.2: Evo 960 256GB.
PSU: (500W Thermaltake Smart Series) and (Antec 550W Plus Bronze)

I found someone else in YouTube that seems to have the same problem, it seems something about with MSI, shitty MSI, but I want to be sure before doing anything.
