MSI B360-A PRO with Intel i5-7600K CPU won't start

I just built a new computer. I go to turn it on today and the fans start to spin up briefly and then everything shuts down in less than a second. The CPU debug LED illuminates while this happens, but because everything shuts down immediately, it's also only lit for less than a second.

This is obviously a CPU-Motherboard issue, but are these symptoms specific to any particular issue? I want to know how to determine which is defective.

I pulled the battery with power disconnected to do a CMOS reset. No luck.

It's worth noting that the little plastic clam-shell thing the CPU came in was detached from the box and opened up during shipping. The CPU was rattling around in the cardboard box. It's quite possible it was damaged. I don't recall seeing any bent pins on the motherboard's CPU socket, though admittedly, I didn't look very hard.

    GPU: GIGABYTE Nvidia GTX 1060
    PSU: EVGA 500W
    HDD: Western Digital SATA 1TB 7200RPM Blue
