I'm trying to setup a system using a brand new MSI B560 Tomahawk board, with a new Intel i5 11600K. Unfortunately the build is not booting (but the board and fans do get power) and the CPU debug LED shows red.

Board: MSI B560 Tomahawk
CPU: Intel i5 11600K
RAM: 2x8GB Corsair DDR4 Vengeance RGB PRO
PSU: EVGA 650W BQ Bronze
GPU: GTX 970

Here's what I've tried/checked so far:
  • CPU is seated correctly (without bent pins).
  • RAM is in correct slots (also tried booting without RAM).
  • PSU has 2x4pin CPU cables, these are slot into the 8pin CPU PWR socket on the board.
  • Tried without the GPU inserted.
  • Cleared CMOS.
I've read about updating the BIOS from a USB stick, would I need a different CPU to slot in and do this?
