Question msi b650 tomahawk wifi board - cant get bios to flash?

so i recently got an msi b650 tomahawk wifi board for my 7950x3D.

1. ive formatted the usb in fat32 and made sure it was mbr
2. loaded the latest bios version onto the drive and renamed it to MSI.ROM accordingly
3. connected my 4-pin cpu power and 24-pin mobo power to the psu and powered the psu on
4. stuck in the usb drive to the port labeled bios flash and pushed the flash button for about 3 seconds

at this point, as soon as i push the button, the white flash bios led stays on for about 5-7 seconds before turning off, then slowly flashing only 5 times. the led doesnt turn on afterward. no other led on the board turns on during this process either.

from what i understand currently, this isnt supposed to happen.

it should be noted i dont have any memory, ssd, or cpu installed on the mobo. its just sitting on its box connected to the psu. ive also already replaced the 3v cmos battery as well.

any help on this would be greatly appreciated! :)

you do not power on your mainboard
insert USB stick when its powered off, then press flash button while mobo is still powered off

usb stick needs to be 32GB max and formatted in 4kB block size (allocation size)
other than that, are you renaming that 7D75v16.zip or E7D75AMS.160?
alright, after a quick test to see if it would boot into bios it actually did manage to, with everything looking good. thanks for your advice though!
