Question MSI b75ma-p45 - Pc won't boot, no POST

PC wont boot, all the fans start spinning for about 12 seconds then it reboots. No POST, no beeps (and the motherboard doesn't have any lights as far as i can tell)

Initially i had two 4G ram stick in slot 1 and 3 (Blue) but after removing the ram in slot 3 and trying to start with only one stick in slot 1 i got 3 long beeps so i thought maybe the stick or the slot was defect. I tried my friend's RAM in most combinations on the board but it just keeps looping without any beeps or display. I tried reading the manual, but it is really unhelpful on the memory installation.

Also, i've tried without grapichs card and hdd. Also cleared CMOS without any luck
If this is indeed a defect RAM slot, should it boot with a good ram stick (or sticks) in another combination of slots? Or am i screwed because the first slot is broken?

The manual is not at all unclear. It is very clear. If you have one module it should be installed in the DIMM2 slot, which is the second slot away from the CPU, in ALL cases, unless the slot has failed in which case you may TRY the DIMM4 slot.

For two memory modules they should be installed in the DIMM2 and DIMM4 slots (Which are the second and fourth slots from the CPU and this is the common arrangement for practically every consumer dual channel motherboard from the last five or more Intel and AMD generations), as seen below, without exception. If the memory does not work with two modules installed in those two slots, then either the memory is faulty or the motherboard is faulty, or the CPU/Motherboard has bent pins or the CPU is incorrectly installed, OR, the problem is not actually WITH the memory but is some other issue that is unrelated to memory.

B75MA-P45 is a 2012 model. Other than the motherboard model, little information is given. If user ever had motherboard working or where it's been since 2012 are omitted. No memory part number or link to it, as well as CPU model, power supply and video card are listed.

You might try replacing the CMOS battery, located under the PCIe x16 slot.
