MSI Desktop not performing as well as it should

First of all let me say that my computer knowledge is very little. Just got a new PC (Desktop Gaming POWERED BY MSI MQ14R8SSM24Y46):

CPU: AMD Ryzen 5 1400 3,2 GHz (3,4 GHz Overclocking?)

GPU: Radeon RX 460 2G OC PCI-E 3.0

RAM: 8GB (something Hyper Fury X?)

Power Supply: 500 Watts

Motherboard: A320M Grenade

Led Monitor plugged to GPU with HDMI

Tried to play Counter-Strike Global Offensive and can only get like 120max FPS (which i thought would be better like 200fps) but its always changing between 70-120 never stabilizing making it unplayable.
I have also noticed that after 2-5 minutes of gameplay the FPS start to go down

The only thing i did before playing was update GPU and Motherboard Drivers.
Haven't tried any other game but since CS:GO isnt a very demanding game i think its a good sample.

I didnt mess around with the AMD programs that came with the computer since i dont know what to do.

Any help would be appreciated

I often solve my problems my playing around with little things in the graphics settings, and finding what helps and what doesn't. If you still have the old computer, check what the settings are on that one as well.
I would put it through some stress tests and see how the thermals are acting, because if the temps are too high, throttling will kill your fps


Tried Overwatch (without V-sync) and got 35 FPS like wtf
Turned V-sync on in CS:GO and stabilized at 60 (which i still think its very low for my specs)
Turned V-sync on in Overwatch and got 40 FPS
The video settings in both games are either very low or low
I bought this PC like 4 days ago so if i cant find any solution im probably going to the store
 


The RX 460 is more of a budget card, and I am more familiar with higher end Nvidia cards. What I know is HDMI cannot support higher that 60 Hz, so if your monitor and laptop have a "Displayport" port then use that over HDMI.
 

I can see the desktop has 3 ports to the GPU, HDMI, DPI and DP. Unfortunately the monitors available at my home only have VGA and HDMI ports. I tried the VGA of the motherboard but i get no display on the monitor.
Tried yet another game (Mad Max) and can only get 30fps....
Something must be wrong with the computer, maybe something is not connected properly inside the computer i dont know, because my previously computer was a laptop with a Geforce GTX675M 2gb; i7-3140 (something like that); 16gbRAM and could run any of these games at more than 60FPS
