Question MSI Gaming X 1660 Super fan issue?

So i recently bought a used msi gaming x 1660 super. While researching about the card, i saw in yt videos that during benchmark at full load the cards fan goes upto 40% usage which is ~1100rpm but for some reason my card is running at ~700 rpm however a/c to msi afterburner its still at 40% fan speed.

In case anyone is wondering about the temps, at full load the temps stay between 68-69C(running at 40% fan speed). At 100% fan speed gpu is at around 1600rpm.

What could be the issue? Appreciate the help.

What GPU were you working with prior to the 1660 Super? You might want to run DDU and remove all GPU drivers, then manually reinstall with the latest GPU driver sourced off of Nvidia's support site(in an elevated command, if you're on Windows).

Make and model of your PSU and it's age?

Thanks a lot! I used a gtx 760 before this but it wasnt in the same system, i have a new motherboard (and a new pc) if that changes anything.
The power supply im currently using is corsair cv 650 used for maybe a year.
And what do you mean by elevated command?
