Question MSI GF63-Thin not turning on

I had an iPhone with a dead battery. I was trying to charge it in a very silly way using my MSI 63-thin laptop. I cut the charge cable and tried to connect the red and black wires to the phone's battery. Suddenly, the laptop turned off. I tried many times, but now it won't turn on in any way. Repair guy is saying that after checking there is no shortage in graphics and pricessor chip, but the IC KB9548GF2 has short circuited and needs to be replaced. My question is, is it repairable or not, because this IC is not available in our country, and I will have to order it from China.
 
Have you considered just replacing the motherboard in the laptop? That is likely a more feasible option.
They are saying that this IC is short and will be replaced. However, I have had many issues before in my gaming PC and other laptops, and they don't get fixed so easily. That's why I'm asking if replacing the IC will actually solve the problem.

No way of knowing if that is the only problem, or not. Maybe replacing the IC fixes one problem, but there could be other damage as well.
