MSI gtx 770 not working

Hello, I recently bought a MSI GeForce GTX 770 2GB TwinFrozr GAMING-series and its been nothing but trouble...
It works fine when I plug it in and start the computer but after installing the drivers and restarting (Ive tried pretty much every driver version there is) My computer will just say no signal and the screen just goes black, sometimes after restarting the comp multiple times it will get to windows loading and the windows logo will just freeze forcing me to exit or restart the computer with the button.
I actually sent the card back to where I bought it so that that they would take a look at it as i thought it was something wrong with the card, they tested it on 2 different computers and it was working perfectly fine on both. They were nice enough to send it back to me for free as I am a big customer there.
They told me it was probably my windows that needed to be reinstalled.
So, I bought a brand new windows 7 today and its the same issue, ive spent probably 20 hours at this point trying everything I can possibly think of...
My sisters bf who is very good with computers says its probably the PSU which is a 700w of the brand OCZ, I don't have the exact name of it, but its 2 years old. (recommended for this card is 600w) But he says its only 700w at MAX. He says its probably normally at around 550w.
So what do you guys think is it the PSU that needs to be replaced? We can't think of anything else at this point... Btw my computer works flawlessly with my old card plugged in, gtx 570 but it doesnt require even nearly as much watts.

Also here is my speccs, might be good to know:
Windows 7 Home premium 64 bit
Intel core i7 4770k
Motherboard: MSI Z87-G45 Gaming
12 GB ram 1333 mhz, they are also about 2 years old but i dont think they can be the issue
Old gpu: gtx 570, new gpu: gtx 770

Dunno if this will work but I had a similar problem with the BSOD after an NVIDIA driver update and I think it helped. Download this program called Display Driver Uninstaller and follow the directions:

If it doesn't work, do it again then go in to your registry (start>run>regedit) and remove ANYTHING related to NVIDIA. You may also have to delete your monitor profiles here...

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\Configuration\

I just deleted everything inside that Configuration folder.

Also try using the NVIDIA 320.49 driver update after you use DDU. It is the last WHQL certified driver released and should be the most stable. Also always try to manually install driver updates and when you do make sure you right click and "run as administrator"

Also, if you decide to try those things you do so at your own risk. I tried the above after a driver update left me hanging and it worked for me.
 
I have a similar problem with my Palit Jetstream GTX 770. First it did not start properly sometimes not recognizing the card at all. And when it started during boot it was recognized/stated as GTX 660 (performance stays the same, cores, clock speed etc. is shown correctly).
[strike]I cannot solve it a 100% but it is related to my cpu i7-2600K integrated intel 3000 series graphic chip. If I uninstall the driver, the computer and card starts up well and it is recognized as GTX 770 until win 8 is installing the driver again.
Reinstalling win 8, bios update for card and mainboard did not help... [/strike]
