MSI GTX 970 4G Issue

So this is my second build. I have two MSI GTX 970 4G Cards. I first started everything with only one card in and updated everything. Then i put the second card in and everything got laggy and slow. I ran Valley benchmark to see the FPS i get and didn't score over a 38 with both cards. I scored only 43 with one card. Dont know what else could be causing this.

My Setup.
CPU- Intel Core i5-6600K
COOLER- Corsair H100i GTX
MOBO- MSI Gaming Z170A GAMING M7
GPU- MSI GTX 970 4G
PSU- CORSAIR AX series AX760 760W
MEM- 16GB (2 x 8GB) DDR4 2133
