MSI GTX1080ti serial number

So I bought 2 MSI GTX 1080ti gpu's, but they weren't delivered at my house. The delivery company claims it was delivered and so the back and forward mailing starts...

Can MSI/GeForce track gpu's in use by another person if that person didn't register the product (would be foolish of course...)?
Is there a hidden application when installing a gpu or the GeForce drivers or the GeForce Experience software that communicates with serial number details or other product information...

No. If the shipper and seller can't make it right then file a claim with your credit card to dispute the charges. If that fails, file a police report. Then you can attempt to claim against your homeowner's insurance.
