Welcome to the forums, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

cpu:intel 9400f
motherboard:msi h310m pro vdh plus

Your processor is an F SKU meaning it lacks an iGPU. You will need a discrete GPU if you don't have one, to get display out from your system.

Have you tried replacing the CMOS battery with a fresh cell?

No but it needs to be the same model or i can just use a random one
If by this you mean "can I use any GPU", the answer is pretty much yes within reason. If you have a GPU that fits in the PCIe x16 slot, you should get something up on the monitor. It could be an old GT730 or a modern RTX 4090. I wouldn't advise anything as slow as a GT730 for serious work, but it would help you check if the system is working.

If you mean can I fit a 2025 or 2016 battery instead of a standard 2032, the answer is "maybe". The 2025 and 2016 are the same diameter (20mm) but different thicknesses (2.5mm and 1.6mm), so a thinner battery might not make good electrical contact in a socket designed for a thicker 3.2mm battery. Do not try a battery with a smaller diameter. It's unlikely to work.
