Solution
It is inverse ghosting caused by excessive overdrive, which is what happens when you use the fast response time settings. On most "gaming" monitors the fastest response time setting is never intended to be used by actual people as it causes the issue you are describing, the setting only exists to fake out the response time test so they can claim the "1 ms" response time figure.
