Question MSI PRO Z690-A shows red CPU light when booting ?

so i got together this pc build :

MSI PRO Z690-A ProSeries Motherboard (DDR5)
i5-13600kf
32 gb ram ddr5@ 5600mhz
palit rtx 3090 Gaming Pro
cx850m corsair psu

When i turn it on, the CPU red light at the bottom turns on (vga, boot and others stay off), the pc stays on for a less than a minute and then turns off, and then goes into a booting loop.

I tried these solutions and none of them helped :

• Update the bios (in fact i tried flashing all the bios versions separately to see if any of them will work, none of them did, and the i install them correctly)
• Remove and clean the CMOS and put it back.
• Reinstall the cpu (some websites said this error may be caused by incorrect installation of the cpu)

so whats wrong here ? did i do something wrong or am i missing something ? thanks in advance.

nope, the pc was like this since the first boot
