As you can see from the title I have a msi radeon r9 270x and I am having some issues with the temps. When is idle, and idle for me is like just having a browser opened the temperature is around 45C.

Now, let me open 3ds max and open a simple scene temps rise to 53C and starts to raise sometimes until 69C. I don't think this is normal, as 3ds Max or even Photoshop isn't something that utilizes a lot of graphics power.

Any idea what is wrong?

That sounds perfectly reasonable depending on the ambient temp of the room its in, the card can run safely up to about 90C. if you want to you can adjust the fan curve using 3rd party software such as MSI Afterburner in order to make them spool up quicker and keep the card cooler.
What temps does that card get to under full load? I'm not sure if the 270x's had this feature but many cards will not turn on their fans until the gpu core reaches 60c or so, if so that would explain your high idle temps. Pop the case panel off and see if the gpu fans are spinning when at idle.

thanks for the reply @Dunlop0078. Yes they still spin, although at a very low frequency. I mean, when it gets to 50C + you can hear perfectly the fans spining.

While gaming yes. But I don't see the reaso, why when using 3ds max or photoshop the temperature goes to 65C+. I am not doing anything that requires graphics power. Am I wrong?

Rendering does use both CPU & GPU processing power yes.
