Question MSI rtx 2060 super drops base clock on load

I noticed that my GPU (MSI 2060 super ventus gp) lost its "horse power". After investigating what is goint on i noticed that gpu base clock drops down. Base clock is 1470MHz and boost clock should be 1650Mhz.
But when i start any game or run furmark, base clocks goes down to 1000-1200MHz. GPU temps is around 65C. on load.
I tried to change PSU but it does not helped. Even tried put this gpu inside another PC and still got same problem. So i think it is GPU fault.

Any idea what could be wrong?
 
System spec:
MB: Asus TUF GAMING Z490-PLUS
CPU: intel i5-10600kf
Cooler: ARCTIC Liquid Freezer II 280,
RAM: Corsair Vengeance LPX 2x8GB 2,666MHz
GPU: MSI RTX 2060 Super Ventus GP.
SSD: Samsung EVO 250gb and 1tb NVMe,
PSU: 650W bronze plus (cant remember the brand)

I think it is not PSU problem because i tried another PSU and even tried to put my gpu into another system and it gives same result.
Nvidia MODS/MATS does not give any memory errors.
