Question MSI RTX 4080 Super performs well after fresh driver install, but heavily underperforms after system restart

Just finished a new build with an MSI RTX 4080 SUPER VENTUS 3X OC and I'm having a problem where the card will perform very well in games or video editing after a fresh driver install, but after the next time I boot up the computer, the performance drops heavily and will stay poor until I DDU the driver and do a reinstall. This performance drop manifests in fps drops in games, score drops in benchmarks, and screen flicker. So far the only solution, though it only works until I power cycle, is to reinstall the drivers. I have done this multiple times

  • AMD Ryzen 7 7800X3D CPU
  • Thermalright Peerless Assassin 66.17 CFM CPU Cooler
  • Gigabyte B650 EAGLE AX ATX AM5 Motherboard
  • TEAMGROUP T-Create Expert 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory
  • 2x Crucial P3 Plus 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive
  • MSI VENTUS 3X OC GeForce RTX 4080 SUPER 16 GB Video Card

Example Issues

  • COD MW3 Will run 250-300+fps on 1080p Extreme settings initially and then fps will only stutter aggressively between 30-150 after power cycle. This performance drop stays until driver reinstall. Fps drop is consistent through all graphics settings in game. Other games have similar issues.
  • Time Spy Benchmark will score ahead of the bell curve for my system specs in the 25,000's before and then go well below at 21,000's afterwards. Also, loading pages flicker black. Similar score drops for other benchmarks
  • Adobe Premiere will be fine before, but will flicker black and stutter video playback after.
  • GPU normally idles in the low 40C's and runs low 60C's when gaming/editing. However, one time, with no programs running at all, the gpu fans spiked to 100% at a 62C temp for 5min till I restarted. Hasn't happened since.
Things I have tried

  • Installed various driver releases (newer and older) from Nvidia, remembering to DDU while in safe mode before a new install
  • Enabled/Disabled XMP as seen from vaguely similar issues on other forums
  • Enabled/Disabled PCIe BIOS settings from Auto to 4.0 as seen from vaguely similar issues on other forums
  • Ran Memory Diagnostic Tool and came clean
  • Ran sfc /scannnow and came out clean
  • Ran dism commands (Check Health/Scan Health/Restore Health) and came clean
  • Small clock adjustments through Afterburner
  • Double checked Display Port cable
  • Made sure card was seated properly and power cables connected
  • Turned the damn thing off and on again more times than I can count
Any thoughts or suggestions would be greatly appreciated. I do have some experience with building comps, but I haven't really had to troubleshoot before, so I am willing to learn the deeper parts to solve this issue.

check Windows for errors with dism commands
update BIOS
Since posting this, I have worked through dism commands (Check Health/Scan Health/Restore Health) and all came clean. I also ran sfc /scannow but only found one bluetooth file corrupted and have since fixed.

I have yet to update BIOS, but that will happen as well. Just been a sec since I've built a comp and was hesitant about doing it.
