Question MSI tomahawk b450 debug ledsHi

Hi, I just built a PC for a friend and I am getting 3/4 debug LEDs coming on. The dram, VGA and boot LEDs. I triple checked all my connections, everything is seated correctly. I even reconnected everything with the mobo outside of the case to ensure it wasnt shorting. I have absolutely no idea what could be wrong now. I initially built this case with a core i7 and an Intel compatible mobo. I returned the Intel stuff to get amd and now it seems the issue has gotten worse. I have built a PC 3 times before and I have no clue what's wrong. Please help me.

Specs:

Evga RTX 2080 super
AMD ryzen 7 3800x
MSI tomahawk b450
Wd blue 1tb SSD
Samsung Evo 970 1tb SSD
HyperX 32tb ddr4 3200mhz
corsair cx650w

Everything high end but the PSU?
Since the PSU is the only thing you seem to have left to replace, I would look there.
