When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model.

Please list all the parts you've used to switch out and verify your motherboard isn't accepting them.

Try starting your system outside of pc case with minimal configuration:
motherboard,
cpu and cpu cooler,
single ram module in slot a2,
psu.

No graphics card and no storage devices connected.
No front panel usb/audio cables connected.

If possible make a photo and show here.

If still can't start it, then check cpu socket for bent broken pins.
Make several high resolution photos of cpu socket from multiple angles and show here
(upload to imgur.com and post link).

Do you understand, what each of those buttons do?
You keep pressing BIOS reset button for some weird reason. Why?

Please make a higher resolution/better illuminated photo of motherboard,
to see, how everything is connected.
It's too dark and low resolution.

Are you using original modular PSU cables?
Modular cables are not compatible with different model PSUs.
Using wrong cables can kill/damage hardware connected.

THAT BLUE BUTTON ON THE BACK IS CLR CMOS , I PRESSED THAT INTENTIONALLY TO SHOW THE CHANGE OF LIGHTS ON BOARD OTHER WISE NO MATTER WHAT YOU DO NOTHING HAPPENS
I think i was not able to explain the issue my apologies . The mobo is dead you press power button or short pins it doesnt start i was pressing bios button just to tell that only thing happens is change of lights when i click that button or when i keep on pressing the onboard power sw. In addition I am sharing the link of the mobo images with that red led which blinks 9short+3long times when i kept the power button pressed for a while.
ALSO THIS SETUP WAS RUNNING FLUENTLY SINCE LAST 4-5 YEARS THE CASE WAS NEVER OPENED THIS HAPPENED ONE DAY WHEN I TRIED TO SWITCH ON THE SYSTEM. THE PSU ORIGINAL MODULAR CABLES ARE BEING USED SINCE LAST 5 YEARS THEY EVEN HAS MARKINGS AND TAGS TO DISTINGUISH
