Question MSI z370m Mortar VRM temp

Hello, i have a MSI z370m mortar used with i5 8500, when i put my finger on the VRM or the heatsink of the motherboard, its soo hot that i feel it burning my finger, everything is on stock, when i go on HWiNFO64, it shows that the MOS are at 28-36 idle and goes to 69 or lower on load, is this normal? , im planning to change the i5 with a i7 8700, 8700k or 9700 but stock or light overclock, will putting an i7 k or i9 non k on this motherboard burn the vrms down, or cause problems?

There is airflow in the case (define mini c) with 2 front fans and 1 back fan, cpu cooler is gammaxx 400
