MSI Z97-G45 GAMING and RAM

Hi

Im building a new computer for a friend, and have a question.

MB: MSI Z97-G45 GAMING
CPU: I5-4670K

The question is can i buy the http://www.corsair.com/en-us/vengeance-pro-series-8gb-2-x-4gb-ddr3-dram-2133mhz-c9-memory-kit-cmy8gx3m2b2133c9 and use them at MB standart settings?

I know the MB, CPU, and RAM can run faster, but for a starter we just want them to run with no OC.

If you mean 1333Mhz then yes but most of the time, the motherboard will default automatically to the highest Mhz the motherboard and the ram can do.
You would have to go into the BIOS and manually select it to run at 1333MHz

So if I just put the parts together the RAM would run at 2133 MHz, without OC?

You may need to select the XMP profile in the BIOS but it can run it at 2133Mhz. The overclocking refers to memory overclocking. Running at 2133mhz is overclocking but there are profiles set so it just selecting what speed the ram runs at.
