Question Much lower FPS after switching to i7-9700k from Ryzen 5 3600

Here's my original setup
CPU: Ryzen 5 3600
GPU: GTX 1060 3GB
Mobo: ASUS ROG B450-F GAMING II
RAM: Corsair Vengeance PRO SL 3200mhz 2x8
Storage: Crucial P5 NVMe m.2 1TB

I was given a GIGABYTE AORUS Z390 PRO WIFI and an i7-9700k which was delid and has a copper IHS. I swapped the mobo and CPU thinking I would get some performance boost from it. I played Horizon Zero Dawn just to test it out and I was getting much lower FPS compared to when I was using the R5 and B450 mobo. I monitored the temps using HWinfo and there's no sign of thermal throttling. What could be causing this?

Run UBM again on the 9700 but this time reboot and wait a few mins then run UBM with the browser closed.
After doing the benchmarks and switching back to i7-9700K the overall performance has improved! I still don't know what "fixed" it since I pretty much just swapped out the parts.
